While many residents say that Tshwane Mayor, Nasiphi Moya (ActionSA), was correct in suspending her MMC, Kholofelo Morodi (ActionSA), implicated in tender manipulation recently.
Questions are now being asked why the Mayor with the same zeal has not suspended her Deputy and MMC for Finance, Eugene Modise (ANC) against whom there have been many allegations of corruption.
Residents are now accusing Nasiphi of being a lackey of the ANC and dancing according to their tune in order for her to keep her position as Mayor in the ANC-led Tshwane Council.
This follows the Madlanga Commission hearing this week that a City of Tshwane security tender linked to the Deputy Mayor, Eugene Modise, was flagged for cancellation not once, but twice, after two separate Bid Evaluation Committees (BECs) uncovered serious irregularities in the procurement process.
The tender, advertised in September 2016, was for the guarding of critical Municipal infrastructure. It was ultimately awarded to 22 companies, including Triotic Protection Services (TPS), a Pretoria based security firm founded by Modise.
Testifying before the commission on Tuesday, Tshwane’s Deputy Chief of Police for asset protection, Revo Spies, said the first BEC identified major problems during its evaluation. Bid documents were removed from Municipal supply chain offices, taken to another location, and later returned with missing pages. The committee found this highly irregular and recommended that the tender be cancelled.
However, one of the bidders challenged the decision in court and secured a ruling that the tender could not be cancelled but had to be re-evaluated. A second BEC was then appointed. Spies told the commission that this committee also found irregularities linked to the missing documents and again recommended that the tender be scrapped. “This committee after evaluation it, appears they again resolved that the tender be cancelled due to irregularities in the bid evaluation process still linked to the original missing documents – which were deemed to be highly irregular,” he said.
Despite this, the matter returned to court. This time, the municipality was ordered to award the tender to the 22 qualifying companies. The contract came into effect in March 2022 and remained in place. Triotic Protection Services’ involvement has drawn attention due to its links to Modise. He resigned as a director in 2023 when he became a councillor and has said he sold the company to his HR manager.
However, a forensic investigation found no evidence of a sale agreement or proof of payment. Modise, who is also the ANC Tshwane regional chairperson, was appointed Deputy Mayor in 2024.
The proceedings are still underway.
